政府も東京電力も、原発事故に向けられる世界からの視線に鈍感すぎはしないか。福島第１原発から低濃度放射性物質を含む汚染水を海に放出する際、自治体や漁業関係者だけでなく、近隣諸国にていねいな事前説明をせず反発を招いたことは、外交上の失態である。今回の原発事故が、日本一国を超えて地球規模で影響を与えかねないこと、そして世界の多くの国が日本と同じ懸念と利害を共有していることを、菅直人政権は改めて認識すべきだ。

ウィーンの国際原子力機関（ＩＡＥＡ）本部で４日、福島第一原発の事故に関する加盟国への説明会が開かれた。経済産業省原子力安全・保安院の中村幸一郎審議官らが事故の最新状況や日本政府の対応などを報告し、米国や欧州連合（ＥＵ）も事故後の取り組みなどを説明した。 説明会は同日開幕した原子力安全条約の再検討会議に合わせ、日本政府とＩＡＥＡが共催。加盟国の関心は高く、非公開の会合に予定を大幅に上回る４００人以上が参加した。出席者によると、各国から「再臨界の兆候はないか」との懸念が示されたほか、フランスの当局者からは「放射能汚染の最終的な除去には何年もかかる」との見方が示されたという。

旧ソ連のチェルノブイリ原発事故で死の灰が欧州大陸全域に降り注いだ1986年、当時のフランス政府が、死の灰はフランス国境で止まったと主張したことは今も語り草だ。しかし福島第１原発事故の収束に向け必死の作業が進行中の今回は、仏国民にもそのような説明は通用しない。福島の事故を契機に仏国内では広範囲な論争が巻き起こり、この数十年で初めて、国内電力の大半を原発に頼る同国の姿勢に疑問が投げかけられている。不安の高まりで、長年続いた原発政策の超党派の合意すら揺らいでいるかに見える。仏社会党は今週、数十年来の原発推進政策を転換し、今後20～30年で原発を廃棄する方針へと転じた。市民団体「ソルティール・デュ・ニュクレール（脱原発）」のシャルロット・ミジョン氏は、「福島第１原発事故の前と後とでは、国民の意識はがらりと変わった」と語る。

メキシコ・カンクンで開かれていた国連気候変動枠組み条約第１６回締約国会議（ＣＯＰ１６）の冒頭、日本は、京都議定書の単純延長に反対を表明した。日本、欧州連合（ＥＵ）、ロシアなど、京都議定書の削減義務国の二酸化炭素（ＣＯ２）排出量は世界全体の２７％にすぎず、排出量１、２位の米中（計４１％）が参加しないまま延長しても、温暖化防止の実効性はないからだ。そもそも京都議定書の枠組みが、米国不参加でも発効するような仕組みになっていたのは議長国として痛恨の極みだった。

国際エネルギー機関（IEA）が11月に発表した「 World Energy Outlook 2010 」（WEO2010）は、世界の気温上昇を2度以下に抑制するという目標の達成は、困難だとしながらも、不可能だと断定しているわけではない。
この目標を達成するためには、「2020年までの公約を精力的に実行し、その後、対策を強化することが求められている」と指摘し、その方法についても示している。

今年の二酸化炭素（ＣＯ２）排出量は前年比３％以上増え、過去最高になるとの見通しを、欧米を中心とした国際チームが推計した。昨年は金融危機の影響で同１・３％減と過去１０年間で初めて減少した。今年も先進国の経済成長は足踏みするが、新興国は高い成長率を維持し、従来の増加率に戻った。温暖化対策の中心が新興国に移行する時代に入ったといえる。２２日付の英科学誌ネイチャー・ジオサイエンス（電子版）に発表した。

国際協力銀行（ＪＢＩＣ）は先進国向け投資金融業務を強化する。１９日、政令が施行され、先進国向け同業務の対象分野が拡充される。これまで発展途上国に限って投資金融業務が行われ、先進国向けは原子力発電や新幹線など高速鉄道に限って認められてきたが、今回、地下鉄・新交通システムや水、再生可能エネルギー、スマートグリッド（次世代電力網）など９事業が新たに加わる。日本企業とタッグを組んで、先進国向けインフラ輸出を進めていく機会が増えそうだ。

横浜市は15日、アジア太平洋経済協力会議（ＡＰＥＣ）のリーダーズウイークに伴う「横浜スマートシティプロジェクト」のデモンストレーション展示に、22カ国約６００人が来場したと発表した。 横浜・みなとみらい21（ＭＭ21）地区の住宅展示場に開設されたデモ展示を見学したのは、米国のルース駐日大使、タイのピロム外相ら海外要人をはじめ、国内外の会議関係者やメディア関係者ら。スマートグリッド28件（次世代送電網）に関連した各社の技術を紹介したクラブハウスや、最先端の省エネ技術や再生可能エネルギーを導入したモデル住宅などを見て回った。

民間調査会社の富士経済（東京・中央）は世界の次世代送電網（スマートグリッド）の関連市場が2020年までに、高機能の電力メーターから送電システム全体に広がるとの調査結果を発表した。市場の規模は09年実績の6.2倍の５兆8000億円強になる見通しだ。 欧米などで新たな実証事業が相次いで立ち上がっており、政府や企業が積極的に投資を進めている。

国際標準化活動にも”アジア”と”環境技術”を重視する傾向が強まっている。経済産業省は、4月にアジア・太平洋地域各国との協力プログラムを策定。特にシンガポールやタイ、インドネシアなどと政策担当者の対話が進んでいる。環境についても、東京への招致方針を決めた国際電気標準会議（IEC）2014年大会で掲げるコンセプトのうち一つは、環境・エネルギーになる見込みだ。また、環境マネジメントシステムを段階的に導入する「ISO14005」やエネルギーマネジメントシステム規格「ISO50001」も各国の関心が高い。

ハイドロフルオロカーボン（ＨＦＣ）汚染を抑制する事業に関して国連のクリーン開発メカニズム（ＣＤＭ）が不適切に利用されたとの指摘があり、国連が調査を実施している問題で、クリントン元大統領の地球温暖化問題担当の顧問だったダーク・フォリスター氏が、今回のケースは排出削減プロジェクト投資の妨げになる恐れがあるとの見解を示した。環境関連のロビー団体、ＣＤＭウォッチ（ボン）が、ＨＦＣを排出している一部のプラントがＣＤＭを不当に利用したと主張。国連は７月30日に調査を開始し、新規の排出権を凍結している。

米国ニューメキシコ州における日米共同のスマートグリッド実証プロジェクト「New Mexico Green Grid Initiative」に対し、米国側は日本側とは違った方向性の期待を持っていることが、米国の現地取材で分かった。 日本側の狙いは、スマートグリッドの“脱ガラパゴス化”である。今回のプロジェクトは、経済産業省の肝いりで始まったもの。これを足掛かりに、米オバマ政権が進める環境政策の一角に食い込み、さらには世界市場へと乗り出したいという日本政府の意図が透けて見える。これに対して米国側は、現地経済の活性化や雇用創出など、今回のプロジェクトを通じて継続的な経済波及効果を起こすことを強く期待している。この「同床異夢」をどう解決していくかが、同プロジェクトの１つの課題となりそうだ。以下で詳しく状況を解説していこう。
